I. OBJECTIVES OF THE WORKSHOP

The main purposes of the Athens 2003 workshop are as follows:

  • To promote development of Land Administration and demonstrate the benefits of good Land Administration for a sustainable economic development;
  • To enable international experts and responsible agencies to exchange experiences and ideas, and to present their Best Practices and initiatives in developing the Real Estate Market;
  • To exchange international experiences gained through the establishment of Cadastral Spatial Information Management (SIM) projects and National SIM Organizations
  • To give an opportunity to all local responsible agencies and experts in Greece to focus on the legal, technical, organizational, financial, institutional and political aspects of Land Administration, based on the new international trends and present their own activities and ideas
  • To discuss new trends and ways to update the UN-ECE “Land Administration Guidelines”

II. THEMES OF THE WORKSHOP

The main theme of the Workshop is Spatial Information Management (SIM) for Sustainable Real Estate Market – Best Practice Guidelines for Nation-wide Land Administration. It is analyzed through six sub-themes. Two parallel sessions will be organized during the afternoon of the first day, on some of the main topics presented in the UN-ECE publication “Land Administration Guidelines”.

The Workshop will be opened by:

  • the Presidents of the Technical Chamber of Greece and of the Hellenic Association of Rural and Surveying Engineers,
  • Guennadi Vinograov, UN-ECE Secretariat,
  • Bengt Kjellson, Chairman of UN-ECE WPLA,
  • Prof Holger Magel, FIG President.

The first day will start by a plenary session on the day’s main theme: Modern Trends in Sustainable Land Administration.

Keynote speakers are:

  • Prof Holger Magel, President of FIG, Technical University Munich,
  • Prof Peter Dale, Honorary President of FIG, University of London, 
  • Robert W Foster, immediate past President of FIG, Private Sector.

Keynotes will also be given at the beginning of each technical session.

The second day will start with morning technical visits to the Hellenic Cadastre Headquarters and/or a local Land Registry- Mortgage Office. A visit to the Municipality of Athens will follow, where a lunch reception will be given.

The second day’s afternoon sessions will both be plenary. The first session will deal with Best Practice in SIM for sustainable Real Estate Market in Greece. In the second session the moderators / reporters will summarise the outcome and highlights of their session followed by a discussion with delegates and experts.

The sub-themes and their topics are as follows:

Theme 1.  Modern Trends on Sustainable Land Administration

Main Land Administration issues (land as a resource, Cadastres and Land Registration, Real Estate Units and Identifiers, Land Management and Land Reform, Land Administration as a tool for sustainable economic development)

  • The benefits of a good LA system
  • The role of SIM technology
  • Sustainable Real Estate Market
  • Needs and New Trends in Real Estate Market
  • Best Practice in LA

Theme 2.  Legal Issues

  • The legal status of land and real property
  • Land parcel information
  • Land tenure and real estate market development
  • Deeds registration/title registration – comparisons, best practice
  • Adjudication of title on land – cost and time effective adjudication process
  • Boundaries
  • Legal aspects referring to Cadastral surveying
  • Recommendations towards a sustainable economic development

Theme 3.  Institutional Arrangements and Financial Matters

  • Land Policy
  • Land Administration activities
  • Organization and Management
  • Public / Private Partnerships
  • Land Valuation, taxation of land and real property
  • Costs and benefits of LA / cost recovery

III. CALL FOR PAPERS

Abstracts not exceeding 2 pages including short CV and contact information should be submitted to the TCG, e-mail: fig@central.tee.gr
Abstracts are requested to be submitted in electronic format, if possible in MS-Word. The deadline for submission of abstracts is 4 April 2003.
Confirmation of acceptance 11 April 2003.
The deadline for submission of full papers is 5 May 2003.

The final programme will be available on the ECE-WPLA web site: http://www.unece.org/env/hs/wpla/  and FIG web site http://www.fig.net at the beginning of May 2003. All full papers will be issued and distributed at the Workshop. All papers will also be posted on the WPLA web site after the Workshop.

IV. ORGANIZATIONAL  ISSUES

Venue

The Workshop will be held at DIVANI APOLLON PALACE Hotel, 10 Agiou Nikolaou & Iliou Str., 166 71 Vouliagmeni, Athens, Greece.

Hotel

The Local Organizers have negotiated the prices for room accommodation for a limited number of rooms. The prices are as follows (taxes included):
Single Superior room including American breakfast Buffet  182 Euro per night
Double Superior room including American breakfast Buffet 192 Euro per night

Terms of payment:

Participants will not pay any registration fees.
